Free Agent Period
Auctions will be held for all eligible free agents (rostered players from the previous season whose contracts have expired, Uncontracted players, undrafted/unsigned rookies)
The free agency auction will take place on the league forum (ssmt.boards.net) All teams will be able to tender offers to any eligible free agent; the offer must take the form of either a yearly salary and a contract term (in years) OR a total contract value and number of years. E.g: $10 Million Per year for 4 years OR $40 Million Over 4 years.
Once a player receives no bids for a 24 hour period the team that has offered the largest total value contract (salary X years) will be deemed the winner.
Contracts may contain team options/non guaranteed years however only the guaranteed portion of the contract will be counted when comparing free agent bids. Contracts cannot contain more options/non guaranteed years than guaranteed years.
In the event that two teams offer an equal value contract the contract with the shortest term will be deemed the winner.
Contracts may contain annual raises (or decreases) of up to 15% (or 500K whichever is greater), however may not cause a team to exceed the salary cap in any year of the contract or dip below the minimum contract of $500,000.
If a player is deemed restricted, their current team will have the option to match the winning bid made for that player.
The Minimum value contract that can be offered is $500,000/1 Year
When bidding on available free agents the minimum bid increments are as follows..
Contracts with total value less than $10,000,000 - min increment $500,000 Contracts with total value greater than $10,000,000 - min increment $1,000,000
Teams are NOT permitted to exceed the salary cap to sign ANY free agent. Teams may submit bids on players that if successful would cause the team to exceed the salary cap.
However, once a bid is deemed successful the player MUST (within 24h) successfully reduce team salary so that contract can be honoured.
Failure to do so will 1) Void the winning bid 2) Result in the player auction restarting
The offending team will then be excluded from bidding on the player again and may face further sanctions depending on the size of the breach.
Sanctions may include A) Loss of draft picks. B) Exclusion from ‘Prize Money’ C) Reduction in Salary Cap
Teams owning RFA rights to a player can wait until AFTER the winning team has cleared sufficient salary to officially sign the player before making a decision to match the offer.
Teams will have until the end of the free agent period to specify the structure of any newly signed contract outlining any annual raises (or decreases). If specific details are not posted the contract will default to an even distribution across all years of the contract.

Granted it does not say it there, which is a clear oversight.. it does state it at the very end of the doc when talking about contracts after the draft..but come on dude, you have been in this league long enough to know that the max we do is four years.
