Very true, but has that 24 hour not already expired? I have offered made 7.20 AM yesterday and by my time it is now 9.25 AM or is my clock different from others?

He does not need to clear cap space - 30M - 33M - 36M - 39M add up to 138M enough to cover the bid. As I believe our commissioner said he had updated the spread sheet. There must be something I do not quite understand here. Please clarify - thanks.

Only once offer sheet is signed does the clock start for the owner.
This is interesting as Ronto can free up the cap room if required and not get the player as the current owner can sign him after Ronto's moves.
Need commish to advise if that is reasonable or should he just advise of which players he could waive.
Understand current owner has right to see if offer is valid.

By my maths RR has sufficient cap space to sign the contract if it's not matched
With raises a 135 over 4 contract would start at less than 30m a year, and unless I'm missing something RR is currently 33 under cap

Not at that price - I just need to understand the rules here - as it would appear to be quite different from other contract leagues I am presently playing in. What is meant by "offer sheet signed" ? By what I have here at 7.20 am yesterday Ronto made an offer of 135M over 4 years, by the way I understand the rules Rookies had until 7.20 AM to-day to match that offer, which he did not - consequently Ronto now owns Westbrook as he has cap space as per updated spread sheets. Please explain where I am going wrong here - I would appreciate the commissioner ruling on that.
