An offer sheet is just an NBA term for the contract a restricted free agent signs
So when RR won the auction he "signed" westbrooke to an offer sheet

I would really like a ruling on this issue - I really do not care who gets Westbrook - but I do need to understand the rules we are playing by.- I might one day be in such a situation and I need to know what to do.

Step 1 all players bid till no other bid for 24 hours Step 2 automatic offer sheet signing to bidder, but current owner can take the contract. Step 3 current owner has 24 hours to match and take the contract or not

No sir, I’m aware on this situation, and I intend to match the offer, but I’ll wait ronto to clear up his cap room. I believe I have 24hrs to do this. I’ll take my time. Does this mean the contract has been matched?

Sure I have intention to sign Westbrook, but I have my own strategy to sign him. Like I said, I’ll take my time until last minute, to give you chance to clear your cap room. I’ve noticed that your current cap is under minimum requirement to sign Westbrook. So either you clear your cap room, or release him again to Free Agency (salary breaching case). Based on my calculation, you can’t sign him with less than $27M on his first year (incremental should be less than 15% per year).
