Teams may submit bid on players that if successful would cause the team to breach the salary cap.
However, once a bid is deemed successful the player MUST (within 24h) successfully reduce team salary so that contract can be honoured.
Failure to do so will 1) Void the winning bid 2) Result in the player auction restarting
The offending team will then excluded from bidding on the player again and may face further sanctions depending on the size of the breach.
Sanctions may include A) Loss of draft picks. B) Exclusion from ‘Prize Money’ C) Reduction in Salary Cap
Restricted Free Agents
Teams owning RFA rights to a player can wait until AFTER the winning team has cleared sufficient salary to officially sign the player before making a decision to match the offer.

So I have trades lined up, but what's stopping a team leveraging my position with an agreed FA given the risk of penalty.
Bid cancelled and not permitted to bid on said player is enough.
Repeat offences... ok maybe.

That's a risk managers will need to take into account, and would be something that is taken into account when assessing the level of the breach.

It's a huge advantage to have the big name free agents when nobody has cap space. Unlike the real market where these guys will get max and wouldn't even dare offer less. Now because nobody else has cap space they'll sign their guys for peanuts and probably still be the only teams with cap for the other FAs. I can't see this working.

Managers don't have salary cap space because they have the benefit of signed players.

There is always the risk if you don't sign up players they could cost you more. That's the gamble you make.

Lakers salary dumped Mozgov to clear cap. Managers always have the option. Or Trade cap for a rookie. This year Dallas signed Noel for 4 M cause he got no offer sheet.

Durant is not on max contract this year. Curry was on 44M for 4 years before. Duncan, Parker, ginobili we're all on less money. Good salary cap management.

Tom... all those players and their contracts had a significant "human" element. The only factor driving price here is competition from owners with space.
Btw... stop bidding on Klay, his agent just called me and said he's willing to play for my team this year for the minimum $500k... something about "winning being more important than money".

If a team wins a bid for a RFA and has breached the salary cap.
Does the 24 hours for the current RFA manager start from when the salary cap is freed and there is a valid offer, or from when the original bid is "won"?
Just want to make sure there is sufficient time for the RFA manager and accountability on the bidding manager.

If a manager wins an action for a RFA that would put them over the cap, the 24h count down to match starts after the team has cleared enough cap to sign the player.

How long does the manager who exceeds the cap have to clear the space before the player is awarded to the 2nd highest bidder?

I believe there is 24 hours to free the salary cap. The bidding has to start again as there would have effectively been dummy bids pushing the price up. Does not go to next bid.
