Just want to make sure I have this correct.
It is clear that claim priority is in reverse order of current league standings. During the offseason, how does this work?
Is it based on the end standings from the previous season?

Is it rotating? So as you claim a player you move to the bottom of the list?

no, bottom team always has priority regardless of number of waiver claims.

bottom team has unlimited waiver is different. haven't seen that anywhere else. generally rotates back up the list.
