Given the league is going through another silly drama over James Wiseman and whether he needed to be signed by 168 hours or at midnight of day 7 and whether the day of the bidding is day zero or day one I feel we need a slight rule change to calm all this nonsense.
Let's remember this is a keeper league so we are supposed to be thinking about the long term welfare of the league and not some immediate masturbatory self gratification.
Therefore I propose that all managers retain the rights to their draft picks until opening day of the season. Managers who draft rookies have other bids on free agents to consider and need to be sure how much money they have left over for their rookies.
Rookies and Free Agents should be wholly separate categories so as not to undermine the draft and make it increasingly worthless

Draft Rights Draft Rights give a team the exclusive right to negotiate with and sign their draft pick. In general, a team will hold a player’s Draft Rights for a period of one year (Note: This time period only applies to non-Early Entry players). This upholds the sanctity of the NBA Draft and prevents draft picks from acting as free agents and signing with any team of their choosing. Draft Rights go into effect immediately after the player is drafted but are only maintained for the full year if the drafting team makes a Required Tender to their draft pick.[1] The substance of the Required Tender differs depending on whether the player is a first or second round pick. For first round picks, a Required Tender follows the rookie scale requirements and allows the player to sign until at least the first day of the regular season. For second round picks, a Required Tender is for at least the minimum salary and one season, and allows the player to sign until at least October 15th.

Our League Rules says that period is 7 days, its simple & clear enough for most managers in this league but of course difficult for those that are unwilling.
Why not 1 year or until tip-off? Because if the team is really unwilling to sign the rookie why hold the draft rights beyond a week, others must be given a chance to bid on that unsigned rookie during the FA period.
The only acceptable reason for delay as mentioned in the league rules is when the team has to create enough cap space. If a team has enough cap space already then why delay signing the rookie and risk missing the deadline?
Rule changes must be to improve the league as a whole not to cover for a clear oversight by 1 manager.
