Are contracts allowed to decline in value year to year? If so, what are the rules on those?

Want to make sure, the incremental in each year should be greater than $500k or 15% ish...
this 15%... is that a max or min value of that incremental? We need to know this so we can adjust our contracts as per this regulation.

15% is the max increase/decrease..
ie $10M->$11.5M or $10M->8.5M are OK
$10M->$12M or $10M->8M are NOT OK
The exception to this is when the 15% is less the 500k (yearly salary under about $3M)
So $2M->$2.5M OR $2M->$1.5M is OK
