yep, I will be matching this offer. There is about 10mins until 24hours from me winning the bidding runs out, what happens if you won't have the cap space for the player in that time?

I general if a player signs a FA/RFA that they cannot afford, they are given 24 hours to free up the cap space. there is a section in the rules with details on potential punishments for exceeding the cap.
In this instance it close but I have enough cap space for Garland.. with just over 16M in cap space this year, factoring max yearly raises, can get to 76M over 4 years starting at about 15.5M

Do I need, within 24hours from winning/matching the bid, declare the contract structure or this can be done at the end of FA?

you have until the end of FA period to declare contract structure for all FA you sign and RFA you match.
