The pulling a player off waivers that has already been placed and then replacing them with a different player? I don't see why not. He's essentially taking a player off of waivers (just happens to be his own) and putting a player on. He's still on the hook for both contracts so the money doesn't change unless someone picks up Batum.

Hasn't Okafor cleared waivers now, becoming a free agent? He was placed on waivers 2 weeks ago.
Wouldn't you have to sign him again as a free agent and waive Batum as 2 seperate transactions rather than just swapping them?

The rules state
Contracts for waived players will continue to count against the team’s salary cap unless;
1. The player is claimed off waivers by another team. 2. There are extraordinary real-life circumstances, determined at the league discretion, that lead to the player requiring to be waved. For example player death.

I believe the waiver period on yahoo is 2 days, so in theory you could "pull" someone back off of waivers during that time if no one else has claimed that player yet. But Okafor was put on waivers a little over 2 weeks ago, so I would think at this point he's fully a free agent and could only be added by him going through a free agent auction and signing a new contract.
Also, as for Batum, i'd think he'd be on waivers for 2 days and then go to the person with the highest waiver priority that puts a claim in on him. Though I have no idea what the waiver priority looks like.
And, I'd think we need the commish to weigh in on this. Commish?
